Quality Assurance Officer (Ref. ADEP QSM 1.4.4)
General
a. The Quality Assurance Officer (QAO) reports and helps different Quality
Assurance Inspectors (QAI) in maintaining effective and efficient
administrative system for QAD.
Responsibility
a. General:
i. Ensure integrity of QAD’s Documentation and Records per ADE, Philippines Document Control Manual;
ii. Proposing amendments in the QSM for continuous improvement.
b. Quality Audit and Inspection function:
i. Participate and assist in some of the conducted Quality Audits and
Inspections;
ii. Ensure all reports and evidences generated are complete per approved QSM requirement and are readily retrievable and identifiable via Hardcopy and Softcopy, as applicable.
iii. Provides assistance to others during Third Party Audit (e.g. CAAP,
CAAM, etc.), this is to ensure some vital information are known to applicable QAI.
c. Vendor and Sub-Contractor Accreditation function:
i. For Vendor and/or Sub-Contractor, undergoing Accreditation through
“Self-Assessment” the QAO shall be responsible to initially asses all
submitted documents and approve it for verification by the appropriate
QAI.
ii. QAO shall be responsible to monitor and prepare the List of Approved
Vendors and Sub-Contractors, once accreditation process is
accomplished.
iii. QAO may be part of the Audit Team during Onsite Audit of specific
Vendor and Sub-Contractor.
iv. QAO shall ensure all generated records and documentation are filed
systematically for ease of retrieval.
d. Authorization Process function:
i. QAO shall be responsible to the QAI in filtering all request and all other activities relating to Authorization of Certifying Staff;
ii. QAO shall prepare Roster or Official List of Authorized Personnel and
submit to specific QAI for verification and initial approval.
iii. QAO shall ensure all generated records and documentation are filed systematically for ease of retrieval.
e. Regulatory Compliance function:
i. QAO may assist the QAI on various activities;
ii. QAO shall ensure systematic physical and electronic filing system for
the following:
1. AMO Certificate (CAAP);
2. AMO Specific Operating Provisions;
3. Foreign AMO Certificate (CAAM);
4. AMR / MOR;
5. ADEP Post Holder Approvals;
6. CAAP Approval Letters and other communications
