The Service Area Safety Groups are responsible for monitoring safety reports and analyzing data and risk indicators to identify root causes of hazards and safety issues. Each Service Area Safety Group then takes risk-based decisions and coordinates safety-related activities to influence air traffic, technical operations service areas, and field-based safety mitigations. The ATSS is located in one of three Service Area Technical Operations Quality Assurance Teams (AJI-1C20, AJI-1E20, or AJI-1W20)
Duties
The Airway Transportation Systems Specialist (ATSS) serves as a technical expert to develop new or innovative concepts and approaches to systems, programs, and policies. The ATSS applies experience and technical knowledge of specialized air transportation functions to analyze and evaluate the performance of the National Airspace System (NAS) power, communication, surveillance, automation, and navigation equipment and systems. Identifies and resolves highly complex problems or issues that often cross facility and program boundaries. This work directly supports ATO and Federal Aviation Administration (FAA) objectives and the safe and continual operation of the NAS.
Serves as a senior project manager for challenging work activities involving the categorization of safety data, such as the abnormal loss of communication and/or radar. Uses knowledge of project management principles to lead teams in analyzing and capturing systemic trends in their respective Service Areas. Defines project scope, requirements, and deliverables, and develop project plans. Establishes goals, schedules tasks, monitors progress, and ensures all deadlines are achieved. Makes improvements, solves problems, or takes corrective action when problems arise.
Uses experience installing and maintaining aviation electronic equipment in terminal or en route air traffic facilities to identify and resolve issues related to equipment malfunctions or failures. Reviews and categorizes adverse safety occurrences found in Mandatory Occurrence Reports (MORs) and Electronic Occurrence Reports (EORs) to identify safety-related trends in the NAS. Analyzes safety data and conducts trend analysis for developing statistical data to recommend and assists field facilities with risk mitigation efforts. Uses risk analysis processes and procedures to identify risks and monitor and conduct on-site and desk audits/assessments to verify the validity of collected data trends.
Contacts are both internal and external. Represents the FAA as a senior technical authority for technical operations risk reduction issues. Develops plans, techniques, and policies to address current or anticipated problems and issues by identifying and addressing relevant trends in the NAS.
Participates on cross-functional teams that include unions and external stakeholders to resolve problems related to Safety Management Systems to develop recommendations to address complex aviation safety issues. Formulates and recommends the Service Areas position on risk mitigation strategies to senior management as appropriate.
Plays a major role in the preparation and review of analytical reports and developing and recommending mitigation solutions to senior management. Drafts and reviews reports for other agencies, including the National Transportation Safety Board (NTSB) and Office of Inspector General (OIG). Prepares and coordinates responses to Congressional, OIG, Office of Management and Budget, and General Accountability Office inquiries as required.
The ATSS works independently and has broad discretion to ensure alignment with organizational
objectives and policies. Identifies and justifies the resources needed to accomplish large work activities. The Team Manager typically reviews work for success in achieving desired results.
