Job Summary

We are looking for a dynamic leader to lead the continued development and implementation of our Change Safety Risk Management (SRM) Program, with a focus on managing safety risks associated with operational and system changes across the air navigation system.

Reporting to the Manager of Safety Strategy, Planning, and Risk Management and working closely with the Manager, System Safety, you will lead and set the functional direction for and advancement of the change safety risk management program in alignment with NAV CANADA internal safety governance and external aviation regulatory standards and best practices. This role focuses on operational safety and includes maintaining the Change Safety Risk Management (SRM) program framework and governance, overseeing the daily operation of SRM tools and repositories, and managing SRM-specific training content and delivery. You will also facilitate operational safety risk assessments (e.g., Hazard Identification and Risk Assessment), promote the use of new and existing safety assessment methods, and support safety assessment practitioners in their application. You will also lead special studies to drive innovation in safety practices and manage multidisciplinary safety assessment teams to ensure resource prioritization and alignment with company goals.

In this role you will:

  • Develop, maintain and implement the Change Safety Risk management (SRM) Program Framework, Strategy and Action Plan
  • Maintain the SRM functional guidance documentation to ensure consistent application of the processes (e.g., Safety Management Plan, HIRA) across the company
  • Oversee the daily operation of the NAV CANADA Safety Information Management (NC-SIS) SRM module and central HIRA repository, address user-reported problems and enquiries, develop and improve SRM user guide documentation and support NC-SIS enhancements
  • Manage SRM-related training activities (content and delivery)
  • Facilitate and support change safety risk assessments (e.g., HIRA, Change Safety Assessment)
  • Introduce and promote new and existing safety assessment methods and tools, and support NAV CANADA system/project teams and operational units in the application of them
  • Collect, integrate and synthesize safety data and information to identify and recommend opportunities to reduce operational safety risks and for safety management system (SMS) improvements
  • Stay current on safety risk management topics in general (in and beyond aviation)
  • Participate in internal and external working groups as appropriate

What you bring:

  • University degree related to aviation and/or risk management or an equivalent combination of education, training, and experience
  • 5 years as a subject matter expert (SME) in safety risk management, preferably in the aviation industry
  • Experience researching, analyzing data (qualitative and quantitative), conveying value-added information, and preparing and reviewing reports
  • Experience managing and delivering a variety of projects and initiatives
  • Experience coordinating and leading multiple, simultaneous, and diverse project teams across multiple departments
  • Demonstrated experience in strong stakeholder management and building collaborative relationships across various departments and groups
  • Strong communication skills (verbal / written)
  • Experience in working with international aviation industry bodies (asset)
  • Ability to manage multiple conflicting priorities in a dynamic environment
  • Ability to deliver presentations to large audiences at all levels of the organization
  • Strong knowledge of the Canadian aviation regulatory framework

Working Conditions:

  • This position is a hybrid position with a minimum – 3 days per week on site.  However, effective this Fall (2025) there is a requirement of the employee to be in the office a minimum of 3 days per week.
  • Onsite work can be done from any of the Area Control Centres in Winnipeg, Toronto, Edmonton, Vancouver, Moncton, Gander, Montreal or at the Ottawa Head Office.
