Lead Radio Operator (Active Secret Clearance)
Job Description:

Compass Point Federal (Compass Point) an AKIMA Company is looking for a Lead Radio Operator to support a mission-oriented program located in Ft. Huachuca, AZ. This individual will provide technical assistance to the radio operators and Army Military Auxiliary Radio Systems (MARS) volunteers on all operational and technical issues regarding the gateway operations. Responsibilities

  • Execute scheduling, tasking and training of personnel assigned to radio operations tasks at the Fort Huachuca Gateway Station. The daily radio operations tasks may include troubleshooting and training of High Frequency (HF) radio equipment’s.
  • Provide frequency coordination and station/frequency management for the entire Global Army MARS and Army Global High Frequency Enterprise Network.
  • Execute Armed Forces Day planning, operations and after-action responsibilities. Assist in the development and execution of exercise activates.
  • Facilitate Government and Amateur Radio frequencies to support Department of Defense activities. The employee must have minimum a FCC General Class Amateur Radio License. An FCC Extra Class Amateur Radio License and General Radio Operators License (GROL) is desired
  • Assess and document performance of radio operators. Recommend personnel action as required.
  • Ensure the implementation of the PMCS.
  • Ensure harmonious scheduling of radio operators to achieve the required staff coverage.
  • Coordinate with Region Directors to assess spectrum requirements; eliminate excessive spectrum and propose new assignments. Ensure compliance with FCC and NTIA rules.
  • Maintain, update and publish the Army MARS Net Plan annually.
  • Complete and submit radio frequency interference reports.
  • Coordinate with other staff to ensure Armed Forces Day QSL cards and Secretary of Defense Certificates are completed and sent as required.
  • Assist the Project Manager in establishing a Standard Operating Procedure for the Gateway Facility.
  • Ensure radio operators complete required equipment checks.
  • Provide technical assistance to radio operators and MARS volunteers on all operational and technical issues regarding gateway operations.
  • Draft HAZCON and operational reports.
  • Safeguard and maintain all government property, as well as provide for the safety and well-being of personnel.
  • Participate in physical security, information assurance, and force protection plans and procedures.

Qualifications

  • At least 5 years supervisory experience in a military communications center or Public Safety Answering Point (such as 911 dispatch center).
  • Experience utilizing HF radio technology in a military or government operational environment.
  • At least 2 years technical experience in government or military HF communications.
  • A valid license issued by the Federal Communications Commission (FCC) (i.e.: commercial radiotelephone or telegraph license; or General Class Amateur Radio License); requisite civilian experience such as communications technician, or equivalent Military Occupational Specialty (i.e.: 25C radio operator-maintainer; 25A communications officer; military radio operator and repair specialty, etc.).
  • Radio operations experience to include a broad knowledge of military specification tactical HF radio systems as well as commercial/amateur radio HF/VHF radio systems, HF propagation, tactical HF antenna systems and experience designing and building field expedient HF antenna systems.
  • Technical knowledge of military tactical HF radio systems, to include using CPA software for planning voice and digital operations.
  • Excellent written and verbal communication skills (written and verbal) with experience briefing senior federal executives
  • Working knowledge of Microsoft Office applications
  • Working knowledge of and access to Spectrum XXI or the current DoD spectrum management tool to include an understanding of frequency interference deconfliction and interference reporting requirements.
  • Technical knowledge of HF/VHF radio operations to develop an effective training program for Army MARS members.
  • Active DoD Secret clearance required. An ability to obtain and maintain up to DoD Top Secret clearance strongly desired.
